With the limited information given I'd say it's most likely a graphics driver issue.
Try using DDU to completely uninstall your graphics driver:
http://www.guru3d.com/files-details/display-driver-uninstaller-download.html
and then reinstall the latest driver directly from AMD or Nvidia's website.

The only way to safely restore your registry is either use a registry restore tool software, or do a clean install of windows.
