this did the trick im now getting much more fps with no stuttering! thank you heaps!
seems i spoke too soon, i've only gotten about a 10fps boost and never reach 100fps as i've seen other similiar builds avg fps :/
DICE TeamHey @IGenghisIKhanI So BF1 is very CPU intense game and your CPU is below the minimum spec on what we have recommended and said what is needed, we can only suggest some workaround to boost the FPS and that is not guaranteed that that will work.
What clean boot did was remove any programs that are there when you start the PC up.
