Hip fire accuracy is present while ADS

I was playing and I saw someone and began firing in hip fire then switched to ADS and the accuracy didn't change. The bullets just went all around him with the exception of a few stragglers. He was only about 15m away.

if your firing before you ADS then you will get this bug, so you have to aim before you shot

The new patch should fix this, but instead of hipfire accuracy, it turns to the worst possible ADS accuracy. As jordster said, if you're firing before you aim down the sights you will get this. I believe it was made to counter panic shooters.
