I'm clearly hittign targets but they always need ~15 bullet HITs to kill in HC. Headshots doesn't help. They shot me down with 1-2 bullets. With not snipers. & I mostly just spawn to Die on the mom...

This is really hard to tell. For the case with the rifle, it might be that they just used a DMR and it might be that 15 bullets never hit the target because of the bullet spread. I recommend to jump over to our official Battlelog forum and start a discussion about experience and game mechanics over there.
