Horrible Lag Spikes and Stutters even on a gtx760

I am getting bad/low setting reccomendations from the ingame stresstest function and also Nvidia Expirience. What is causing my computer to flop when it comes to playing this game? Operating System ...

Yeah. Phenom II x4 965, GTX 660 2GB, 4GB RAM and it lags and spikes to the point where the game is unplayable. So sad right now.
