How do I purchase a server on your network

I simple question, what am I doing wrong?

I purchased the server (TopTenMen "4NetPlayers"), but I can't find it listed in the server browser.

What are the top causes for this?

Is this the best provider (4NetPlayers) to use, or are there better server host providers?
