How do you resize the HUD in BF4?

You've gone to the video options to change the safe area right? If it's not that then it could be your TV, especially if you've noticed some commercials or TV shows bleeding off the screen scan area. Even if it displays the menu properly, it might glitch and assume you're performing a different activity when you're in-game. Try messing with the TV's display mode settings- TVs often give options like 4:3, native, natural, theater wide, etc. Just mess around with those until it looks right.
