How do you start downloading a expansion pack when you have cancelled it

That depends on your platform. On console, you should be just able to re-download your expansion via the PSN store or Xbox marketplace aka with the ingame store function of the game. On Origin you can just use "check for updates" if you rightlclick on your BF3 icon or check your expansions with "Show game details".
