There is not. You can set the max amount of memory but not min. The game should
use what it requires. It's alos not the amount memory but the hardware itself (gpu/cpu)
as already stated previously.
You have not mentioned the game settings or the exact Intel HD series number (just intel hd family)
but if the 7fps from the screenhot was already on low settings then it will not get better.
