I cannot get M417 and JNG-90 unlocked!

i am trying to unlock the close quarters weapon M417 in order to get the JNG-90, but the flags what i have captured were not counted for this mission. there must be a problem with my game. if there was not, i must get the JNG-90 unlocked now!
