As you can see from the UOTrace's there's packetloss somewhere between your ISP and EA's servers. This will cause spikes in ping as those datapackets will have to be sent again which takes time.
The best thing to do is to provide those traces to your ISP and to EA so they can investigate further.
You can inform an EA Advisor by going to https://help.ea.com/contact-us
You will have to write some keywords about your problem, then fill out product, category and platform, press "Find Solutions" and then "I Still Need Help". Then your contact options will appear.
