If everybody report "clear" cheaters why they are lvl 150 ?

Why if everybody report cheaters "in game" like the "moderators" explain here, i constantly see the same people who everybody knows they cheat (basically because they made it clear running full aimbo...

@LostCatFr That's a real plague in this gaming universe. People just doesn't care, apathy might be some sort of explanation. Hard to deal with that, but some custom servers are quite administered enough in my opinion.

Sorry for you, we're on the same boat though.
