@alonso22A If you think to link or transfer Premium from PS4 to PC, then its impossible to do. Any game content cannot be transferred between consoles and PC and back.
If you have Premium on PS4 and want to have it on PC, you have to buy Premium separately via Origin Store and of course you must have the base game(PC/Origin).
@Drifter2a Do you mean that you have to buy the game for PC again? If you link your console account to Origin, you will be able to access the full range of Battlelog features with your PSN soldier but you won't get access to a PC Battlefield profile. If you want to play the game on PC, you would need to buy the game again.

No Premium is platform specific DLC, so if you currently have it on PC but also want to be premium on PS4 you will need to purchase it again on PS4.

As @IIPrest0nII said, each version of the game for each console and PC are considered a separate product, so neither Premium status, nor your in-game progress can be transferred between them.
