Same problem. This is worrisome.

Unbelievable...I contacted a games advisor, and he said to re-order the game. My bank will take 3-5 days to process this bs refund, that I did not request, and I can't afford to just reorder a 60 dollar game right now. (NOT ONLY THAT, BUT THE REFUNDED AMOUNT ON ORIGIN SAYS 0 DOLLARS) So in effect, not only do I not get to pre-order the game, but I dont get to play until up to 3 days after release now.
THIS SOLUTION IS UNACCEPTABLE. I will be looking into a class action lawsuit for all those affected by this error on Origin/EA's part because EA misrepresented their product as a preorder and charged more for it.

Like everyone else working for 9 to 5 companies, no one at EA (among developers/managers) even knows that Origin has gone "SPLAT" once again. It is Sunday, and they won't find out until an hour or two after they get to work Monday. In their jobs, they aren't generally disturbed off the job. And then, once awareness has triggered, it will take time to track down what all went wrong, and it looks to me like a great deal has done so.
The weekend Game Advisers probably have no idea in the world what to do, I'm betting on that.

Am I expected to just cough up another 60 dollars, 3-5 days before my bank can process a "0 dollar" refund, only 2 days before the game I preordered, on 8/21/2013, is released?
This is the worst experience I've ever had in pc gaming. Customer service was abysmal, the proposed solution IS NOT A SOLUTION IT IS A SLAP IN THE FACE.
