Hi guys,
PC user here so sorry cannot help with you console chaps.
However I went through these steps and many more to no avail.
What did work was I navigated to my BF4 folder C:\Program Files (x86)\Origin Games\Battlefield 4
Then went to update folder, opened it up and deleted Xpack1
Fired Origin back up and right clicked BF4, show game details, and redownloaded China Rising.
Not the most elegant solution I know but it works.
Big thanks to Jay Angelo and the EA support team, who in my opinion are second to none in customer care and support.

I can confirm this worked for me. It took me three hours to re-download it on my lame Australian internet, but I can now join China Rising servers. However I crashed right after joining the first one, so I'll try some more and hope it works.
