Gamertag Irish 501st for XboxOne - No matter what server I have gotten into since the 2-17-14 My loadouts are gone....there is also a bad lag in Second Assualt maps always and sometimes in China Rising where team mates run in place then move and/or skip forward. This doesn't happen though in BF4 maps. Not sure if this info helps but thought I'd put my info in.

If someone gives you the server id, why do you need direct links to the server?
I too have been having the same issue. When I attempt to create a loadout in the training grounds all my unlockables and progression stats are there. When I join into a Team Deathmatch game, my loadouts revert to lvl 1 settings and all unlockable progress is removed. Below is a video uploaded from the PS4 as to what happens to me when I start.

Im on PS3 in BF4 Domination - Normal 142389, it says it is an official DICE hosted server. But I have the same issue regardless of the server it connects me to. All my weapons are gone and it looks like Im starting from the very beginning. When I go to the scoreboard during the game - there are no Ranks icons next to ppls names, just blank space.

Every day, all the time. Typically I get to play a round or few before the inevitable freeze. Reset, wait for things, log in, try to join server finally...nope everything is missing..

repeat a few times before it loads the profile data.

/wash rinse repeat

Well, I'm not sure if anything was done, but my issuess no longer exist. Where I was getting this error every quick match without exception, I have not expierienced it in over 3 days. Every now and again I see a player in the match who has no rank, and is probably expieriencing it, but I have not since Friday.
