So its been 3 months since a EA game Advisor told me to delete my game data utiltiy from my ps3 because battlefield 4 was not working after i installed dlc.When i deleted the game data utility and tried to reinstall the game the installation gets stuck at 65%.I tried cleaning the disc tried other games new games they all work fine.So what sould i do?

Seems like you have some issues with this install. I believe that after a while you get one of this error codes; 80710723 or 800233EF
Anyway, the problem with the install is not your console nor the Instalation DISC. You need to set your console to De-Militarised Zone Mode or simply DMZ
Mode and set up a static IP then delete your game data utility folder and restart the console. After this you should be able to install your game (Tutorial here).
If this is not working, try to shut down your network router or disconnect your ps3 from any network and install the game while the console is offline.

Well this is sureley a problem with your console's HDD.
Therefore I will suggest you to boot your console on safemode and then try the following:
- Restore Default Settings. (basically your console will be restored to the default factory settings-but be advised, this operation will delete all of your settings)
After this procedure is completed your console will restart and you can try to reinstall the game.
If this will not work try this next setting:
- rebuild database. (this will remove any corrupted files from your PS3 that are hindering you at this moment)
After this try to install the game and see if it will work. If not try this one:
-Restore File system (this will restore any deleted/corrupted files. It's in fact a system Repair, just like the Windows one)
Restart your console and try to install the game. At this moment the console should be able to install your game, BUT, if this will not work, your last resort is the option
- Restore PS3 System, a complete reset.
be advised that some of these settings might remove/delete your savings so I suggest to save and back up any important file from your HDD (save files, music, photos or videos)
