Also just to note, when i say they do not render, you can't see through the sights, it's blocked by the rendering, so it's like looking into a black wall basically... you have no line of view, therefore no idea if you are even shooting at anyone..... chances are they will have moved and be thinking wtf is this guy even shooting at?....
Nobody else has this issue?

That is literally the first time I personally see this issue. You have already tried to most common workarounds for your console, could you please tell us the exact model of your 360 console? Could you please check if you see any scratches or other damage on your disc.
Cheers

It's the xbox 360 limited edition halo 4 console, 320 GB and for the disk, it's clean, couple minor hardly noticable scratches, *not deep* just slight marks.... this issue has effected me for the last 10 days, it's just randomly started one morning when i came on.

Try the following to clear your console's cache:
- From the dashboard, click on My Xbox.
- Select System Settings.
- Select Storage.
- Highlight Hard Drive Device.
- Press Y to select Device Options, then Clear System Cache.
- Reboot your console.

I installed both discs to the HDD and routinely cleared my cache and it really reduced this problem (so I recommend to the OP to do that to start) but it doesn't completely clear up the problem. Frankly I think this is a symptom on how taxing BF4 is on last gen systems instead of a bonafide code problem since it only seems to happen on last gen and not on PC, Xbone, or PS4.
