I do not have a clear answer either. My guess is the same as carbonic's, no. It just seems exploitable.

I think it gives console gamers an advantage over pc gamers who really have to aim.

Not at all. Mouse and keyboard is a major advantage if you get used to it.
I'm very used to my mouse and keyboard, reason why I don't buy a console. I have been gaming with mouse and keyboard since Castle Wolfstein. Played Doom deathmatch on a 28,800 modem, Quake, Unreal... and so on... Yet I have seen videos where guys with consoles hit target after target without hardly missing a shot. Something really impossible on PC. The moment they aim down the sight, even if they were relatively off target, the dot is already over the target after zooming... There is almost no aiming at all. HARDCORE SERVERS SHOULD NOT ALLOW AIMING ASSIST, on any platform.... That's my opinion.
