I've purchased BF4 on Steam, but it does not work on the EA App.

I've purchased BF4 Premium Edition on Steam many years ago, around the time it released on Steam.
It worked fine the first time, but the second time it gave me an error and said "Activation Required".
I've hassled with it, tried verifying files, clearing my cache, basically anything I could find on the forum related to this issue. 
I got nowhere.
So I contacted EA Support and after many hours of arguing with support because they simply gave me false fixes and leads I've already tried, they asked for my purchase receipt and all the info with it, and gave me the game on Origin.
However, for some reason I was not given the Origin version of the DLC. 
I managed to however find a weird workaround at the time. 
I simply installed the game on both Origin and Steam, booting the game up on Steam would somehow trigger a download of the DLC on Origin even if the game refused to launch, and then I'd just play it on Origin with functional DLC. 
But now they've changed it from Origin to EA App and now it doesn't work anymore. 
It claims the DLC is accessed through Steam. However I cannot do anything about it on the Steam side, launching the game through Steam does not work and gives me the same Activation Required error, or claims It's on a different EA account. I contacted support but they kept throwing me here. 
In game, it claims I own said expansions but trying to join any server with those expansions claims they are missing. 
For some reason the EA App just cannot install the specific DLC. Its constantly stuck on downloading since it thinks its accessed through Steam.
