its a bug that is SERVER based... one day it works/ next it dont. I have just adapted to ingame changing like you. I use two screens so the idea of changing loadout while a new round was opening is something that I will remember fondly...
Is this a Xbox One problem, i have it but never experianced it on xbox 360
