losing control over character every 10 seconds, tried everything :(

What is happening to me is I kind of lose control over my character while playing.
Syptoms:
Roughly every 10 seconds, my mouse and keyboard will have no impact to my charater for about 1 second. if this happens while moving, I can see my charater keeps moving towards one direction for the time being, then gets "lagged back" to somewhere close to where I previously were; if this happens while looking around, my character will stop aiming around for a second, then all of a sudden my aim will point at somewhere else.
This sounds like lag spikes, but my internet connection is totally fine, everything works perfectly in other games. And this also happens in singleplayer mode.
What I did:
1. reinstalled the game, didnt help.
2. rebooted the whole system, didnt help.
3. joined an empty server, problem is still there.
4. played in singleplayer mode, same thing happened in there.
5. tried other games, CSGO went fine, Watchdogs went fine, Total war: Rome went fine.
6. cleaned up dusts in my PC case... didnt work..
Please guys, this problem is really really really annoying, it appeared on the 20/06/2014, I was playing the game in the morning, then after lunch, it is there. Anyone had the same problem before and got it fixed, please share your experience, thanks alot!
