LOW FPS in BF1 with 1080TI & i7 6700K on 1080p

weird. I have the similar specs and get no issue.

I7 6700k, 1080ti, 16gb ram, 2560x1080 screen, resolution scale 100% + OBS recording + OBS replay buffer running and i still stay above 100 fps on ultra

reinstall/repair, drivers, dx12 were usual fixes, but they seem to do nothing for you
