LOW FPS on GTX960 2GB/I5-4460

GTX960 2GB / I5-4460
Low FPS problem
I get 10-25fps only. what the hell is the problem? My friend have i5-4440 and rx270xOC 2gb (almost the same) And he has more than 60+ (70-75fps)
