Low fps on low settings with a powerful PC

I have had my pc for about 2 years now and slowly upgrading the parts. At the moment I have these components:

i7 4770k oc to 4.6ghz

16gb hyperx ram

x2 evga ftw gtx 970

gigabyte G1 sniper m5 mobo

480Gb SSD

4x2Tb HDD

The system has a custom water loop with 3x 240 radiators. I had used it for a few weeks with out water cooling and played games on it. BF4 ran smooth. I installed the custom loop and OC the system. Went to play BF4 and was getting massive fps drops down from 60fps V-sync on down to 3-4fps. I put the settings down to low and the fps continued to drop. need some advice.

    • Try to reinstall the game.
    • Delete the configuration file settings of the game. (My Documents--folder Battlefield 4)
    • Completely remove and re-install the driver for your graphics card.
    • Check for updates your Windows.
    • Clean the system. (AdvancedSystemCare or CCleaner)
    • Try turning off antivirus.
    • Try disabling the option "Origin in the game"
