Try running BF4 in windows 7 compatibility mode. I've heard of some Win 8 customers having a lot of success with that option.
Tried Windows 7 compatibility mode, didn't work. In fact it just lowered my FPS even further.
You need to buy more expensive CPU and GPU.....
