Low GPU usage causing poor performance on high-end PC

In-game on any mode both in single player and multiplayer, I'm getting a much lower than expected framerate across all settings. The fps ranges anywhere from 40-60 with drops into the 20s in more chaotic scenes (same even on low settings). I think I've narrowed the problem down to the GPU not being fully used, averaging around 45-60% usage on ultra, with even lower usage low settings. 

V-Sync is not on, and DX12 doesn't change anything. Running all the latest updates for drivers and OS, and don't have any malware/viruses. CPU usage is around 100%, quite normal for graphically intensive games.

Things I've Tried

  • Fully Uninstalling and re-installing graphics drivers
  • both repairing and fully uninstalling BF1
  • Changing settings from Ultra to low
  • DX12 and DX11 modes
  • Setting game to above-normal and then to high priority in windows
  • Tested same files on my laptop which has a GTX 970m with latest drivers as well, with no issues (higher FPS actually).
  • Disabling and Enabling CPU overclock (to 4.2GHz)
  • Disabling Shadowplay
  • Switching HDD that BF1 is located at
  • Disabling audio effects in windows

 I've just about run out of ideas of how to fix the issue. I don't have this low GPU usage issue in any other game and should be able to run the game over 100+ fps on at least one setting.

Specs:

  • CPU:Intel i5 4670k at stock
  • GPU: Nvidia GTX 1070
  • RAM: 12GB (2x4GB, 2x2GB) at 1333MHz

  • I have the same setup as you, and i have the same poor fps. I think our weak CPU is to blame as it is not compatible with that strong video card

    @SiL3nTxSTR1K3R and @DON_Shake I think you are correct since your CPU is technically below the minimum specs to run BF1...barely below but still below. BF1 is a CPU intensive game not just a GPU intensive game so both have to be up to par so don't expect good performance on Ultra with a 1070 if your CPU is at the minimum specs. @SiL3nTxSTR1K3R on the laptop that get better FPS does it have a better CPU, is it running Win7 or Win10?

    @DON_Shake, using the that did smooth things out to a playable level. Able to play at around 60-70fps at ultra now. Still not perfect with the occasional stutter, but much more playable.

    @ragnarok013  it likely is a bottleneck which is disappointing. I have the CPU overclocked at 4.6GHz now which should put it over the 6600k in terms of performance, though that is for the minimum requirement still. But I have noticed little to no difference between graphical settings from low to ultra (with low only having slightly less stuttering), with fps staying around the same and the GPU usage lowering a small amount per lowering the graphical settings, which I find a bit odd. 

    My laptop has an i7 4710HQ (on Windows 10), which even though is slower, I suppose having the extra threads makes the difference as it doesn't suffer from stuttering or low GPU usage. 

  • I know this thread is two years ols, but I just stumbled upon a solution for this (at least on my system).

    Right-click the games bf1.exe (in "Battlefield 1" folder in "Origin Games") and go to compatibility, tick "Disable fullscreen optimization" in there, save and start playing.

    This drove average FPS from 60 to 90 for me, GPU load went up from 40-50% to 80-100%.

    This is a Windows 10 thing, I found it because it caused issues in CS:GO. Same thing also works for Battlefront 2 and I suppose all games.
