I know this thread is two years ols, but I just stumbled upon a solution for this (at least on my system).
Right-click the games bf1.exe (in "Battlefield 1" folder in "Origin Games") and go to compatibility, tick "Disable fullscreen optimization" in there, save and start playing.
This drove average FPS from 60 to 90 for me, GPU load went up from 40-50% to 80-100%.
This is a Windows 10 thing, I found it because it caused issues in CS:GO. Same thing also works for Battlefront 2 and I suppose all games.
