MAV not responding to controls ...why?

Has DICE disabled controls for MAV in BF4 PC? It just pops up in front of you but will not respond to any controls

    I can't use the MAV at all. Same exact thing. It stays on the ground and I've tried default flight settings in options, too. Nothing will get it to go off the ground. I'm sick of seeing others fly fine, but not me.
