So, how can i get veteran packs?

Yes you do indeed need to play some multiplayer gameplay on BFBC2 for the BF4 soldier to be recognized as having veteran status. Probably not easy/possible anymore these days to accomplish retrospectively?
There is though still also the other option to logon to a multiplayer gameplay of BF3 to get it. As it is either BFBC2 or BF3 that are the requirements for obtaining the Veteran status in BF4.

I played BFBC2 online last night, nothing showed up. In one of the topics someone said "Doesnt matter which BF game you played even released before or after BF4" so I played BFH online, BF1 online, BFBC2 online but still nothing.
