Hi boogaloofa, and thanks for posting a very well put together question!
You've tried pretty much everthing I can think of apart from disabling high dpi scaling in the compability tab (edit, think you've done this too!). I read somewhere before that this has worked for other Win 8.1 users.
I also read about another guy on Battlelog who simply changed the battery in his wireless mouse and re-synched it to his receiver.
I'm sure someone else will come along with more suggestions.
