Manual network smoothing was removed from the game a few patches ago so there is nothing at the user level that can change network smoothing. Typically third party software is not allowed by EA and you risk a ban if it's caught or misidentified by an anti-cheat service. Therefore I do not recommend using third party software to change the settings of the game.
