No Access to Expansions and Can't buy Shortcuts

I'm new to BF4.  I purchased the premium edition and attempted to buy the Ultimate Shortcut Bundle.  Got this message:

Origin In-Game-Overlay is not enabled.

Please ensure it is enabled in Origin / Application Settings and restart game.

Problem is, it's not there.  There is no option to enable it.  Not only that, none of the Expansions that were downloaded are available either. 

So now I can't even join some servers because they think I don't own them.  I have ALL of them !!!

Went to take a survey at Answers HQ and found at the end, can't submit it because the SUBMIT button is disabled.

    @skualons Make sure to redeem the premium edition code to gain access to all the premium items.

  • @UneasyTension If you own the game on CD, make sure the game version is compatible with your PSN account
    For example, your PSN account follows America, and the game that you own is European. You cannot benefit from buying add-ons because they are not compatible with the version.
    As for the digital version and you bought it with the same account and you can not take advantage of the additions to the game, you should contact technical support
  • I purchased the digital premium edition which is supposed to include: Second Assault; China Rising; Naval Strike; Dragon's Teeth; and Final Stand which it does say I own but does not recognize.  

    I did contact Tech support with no results.
