ok so i fixed it all i had to do was uninstall the origin client and reinstall it and the dlc that i still needed to download started right away.

i was afraid you would say that, if i do so i will lose my games as well and i just cant do that, i only have a 4mb metered bandwidth so i dont want to do that, ill just play the original maps but thanks for the help man.
When you uninstall the Origin client, any save files for games on Origin AND install data will not be deleted. I just uninstalled Origin and reinstalled. BF4 main game is still installed, and my ability to manually install DLC has reappeared on the extra content section for BF4. My DLC is now downloading! Trust me, your install data for your games will be safe, and your save files.
thanks for telling me, after reading your comment i uninstalled origin and just like you say'd it didnt delete my bf4, but it still isnt downloading my DLC's, and there still is no option to download them, i did how ever find out that i can play all the installed DLC's, but only thru the game launcher and not thru battlelog.
but the game launcher keeps crashing after playing for a few min, and it doesnt give a error pop up or something, just go's to desktop.
I can verify that this works. I downloaded bf4 shortly before bed, I didn't want to leave my pc on to install the dlcs, so I paused the downloads and turned off my computer. I came back and there was no option to download any of them, but as soon as I uninstalled and reinstalled origin they started downloading.
