I'm just now noticing I have this problem as well on Xbox 1.
I'm level 93 and have 960 war bonds.
I have both weapons for pilot left.
Both weapons for tanker left.
And both additional bomber types.
Total needed 1500. Leaves me 540 war bonds short.
