[PC] BF1 Low FPS i7 6700k GTX 1070 SLI Regardless of Graphics settings

I have recently built a new gaming rig,

Gigabyte z170x gaming 7

Intel i7 6700k OCd to 4.6ghz

liquid cpu cooling

32 GB Corsair RAM (2x16) DDR4 @3200

x2 GTX 1070sc gaming acx 3.0 8gb in SLI with HB connector

Windows 10

BF1 Settings

Ultra with no abient occlusion or aliasing 

1440p@144hz

vsync off

no mem restrictions

fps cap to monitor refresh rate, or 144, or anything more than what im getting at the moment to try to get it to come up.

When I play a match in conquest my fps will reach the max i have set in the user.cfg to 144 to match my monitor refresh rate but as soon as I spawn my FPS drops to around 50 average and jumps from 40-70 fps constantly. Shadow play is off, xbox dvr off. I have changed settings in Nvidia control panel to match my game settings, no aliasing, prefer max power, render ahead to 2 etc. Ive been searching for answers for weeks, I just cant seem to get the fps up and semi stable. Ive tried turning gsync off and running on highest available refresh rate, clean instal of drivers using ddu to remove all the old ones. I had high hopes for the latest driver update, but it hasnt fixed anything yet. I know im well above the minimum req and im reading reports of so much better performance out of less powerful rigs, I have a 3424 score in Heaven in ultra 1440p dx11 normal tess, no AA. Im open to any and all suggestions. Im trying to get as much info out that i can remember.
