thanks for that description. You're saying that's happening in BF4 as well as BF1. I also recently got a PC that, as you said, could run the game twice. Still BF1 did "stutter" at times, when it froze for a second, sometimes for 3-5 on some maps. I eventually got rid of this issue by turning off DX12 in BF1 (not applicable to BF4) and, more likely a reason, switching off Windows Gaming mode.
On top, I also turned off nVidia Share, but I turned it on again at a later point and it didn't have any negative impact, so it points to one of the above things. Maybe that helps for BF4, too.

that's great to hear - and don't worry, there isn't a big visual difference between DX11 and DX12 so far really, so you're not missing out on anything.
