I'm not sure if it will solve your issue but give it a shot.
So first go ahead and download the program called Unpark CPU Cores. http://www.coderbag.com/programming-c/disable-cpu-core-parking-utility
Then run UnparkCPU.exe and check the status of the CPU. After that click on "Unpark All".
After you've unparked your CPU, try to disable Origin In-Game. It can really slow down the game sometimes.
Once you're done with that install Direct-X (that version that is suggested for BF Hardline in system requirements).
If these doesn't help, you should run a scan on www.systemrequirementslab.com for Battlefield Hardline.
