got help support from Hong Kong PSN support team...
SOLUTION:
Delete the whole BF4 game.. and reinstall the game... once its install into the PS4.. do not download the DLC from the PSN-Store. instead go to the PS4 game Libary choose BF4 game > Related Items > My Add-ons and download it from there...
the reason why not from the PSN-Store is due to it would accidentally trigger a Region Lock.. eventhough the game disc your on and the PSN-Store are the same... a region lock just happen to trigger... so its better to redownload it from your PS4 game Libary
