its pretty clear - server admins cannot create servers that limit any big aspect of the game, just like its written in the TOS.
Unfortunately the TOS doesn't say anything about stacking up players to create the advantage for the team the admins are playing in or about excessive kicking, or kicking/banning without a reason, which is rather sad to say the least.
If you've seen a server like this, you can report it for a violation of the terms of service, but only for the kit/weapon/gameplay restrictions.
