Also, how one to become a friend of DICE?
Well, ones that you uploaded on screenie are pretty much impossible, as they're dev tags (from left to right: BF4 developer tags, DICE tags, ESN tags (ESN was responsible for creating Battlelog) and DICE LA tags for dev crew working there). About CTE, to be honest I don't know as I didn't participate in it directly.
About DICE Friends, there is a thread where people can nominate their candidates. All the information can be found in the opening post http://battlelog.battlefield.com/bf4/forum/threadview/2955065237002226625/1/
So far it's unknown when will the first batch of people be announced. Personally I don't think that too many names will be called, at least in the first batch. There were VERY few DICE Friends in BF3.
