My server shows this as the time limit and doesn't count down whenever its set on 200%, 300%, 400%.
A fix was performed today, so this issue may not be present anymore.
Try playing on your server when it is started. If it's still not working, I will try to resolve the problem with some troubleshooting steps.
How many people are in the server when the timer isn't counting down?
It has to be at least 4 in order to start the match depending on your server settings...
