PS3 Test Range

I'm in the Test Range, shooting at the moving targets in the back. I can't seem to hit them. Even when aiming ahead. I stand 6 meters away from one of the cut-outs with my trusty PKP Pecheneg. I start firing like no tomorrow. I still can't hit it. I just keep holding down the trigger and I get a hit marker when its not even in front of me, or near me. So I switched to my M98B. Where I shot, was 13 meters to the right of me. I did some math and found out that the hit box for the cut-out is 7 meters away from the actual target. This is true with the back ones as well. Why is this happening? It has to be a bug.
