since the new update on ps4 operation has become difficult to join for instance if you want to play the new dlc in operations if you pick join any game it will not put you into the new dlc maps and if you join manually it puts you either into a empty server or one with a few people in and it takes ages to fill the sever waited over a hour at one time due to people keep leaving
It'll probably fix itself once the update gets installed by more people.

Sorry to hear about these issues you're having.
However, have you tried opening the suggested Ports on your Router for Battlefield 1?

Also, I would suggest trying the "Join Any Operation" option in the Operations Menu, and make sure you choose 46 players instead of 64 Players.
