[PS4] New free maps downloaded but "no content"

I have followed the instructions posted at http://battlelog.battlefield.com/bf4/forum/threadview/2955064797076808328 to download the Community and Night Operations maps, but when I try to select them to play (via the Quick Play option) my PlayStation tells me "There is no content. It might not be for sale yet, or might no longer be for sale." I have tried safe resetting my ps4 and rebuilding the database, and I live in the UK.
I can find the content on the PlayStation store, and have definitely already downloaded it. There is no option to buy it, it just says "Installed."
However, it also has Battlefield 4 itself listed under "related items" for the free expansions, indicating that I need to pay £24.99 to buy it. But... I already have it bought. I purchased the physical game, used from a resale store if it matters. Is it possible that I need to have purchased the digital version on the PlayStation store in order to download the free content, or to have purchased a new version of the physical disc (not used)? Also, I don't own premium, or any of the paid for expansions, if it matters; just the physical, original disk.
I apologise if this has already been answered, but I've spent some time looking around and couldn't find it if it has.

I am not on PS4, but know a few things. You stated that you are in the UK. When you purchased the game, was it a UK version? I know there are region locks on PS4 games and DLC. If you purchased a UK region disk, you need to download the UK region DLC as well. Make sure you are downloading the correct one, as I have seen that people are having trouble with other games on PS4 that they have a UK PS4 and game, but downloaded the US DLC and it is stuck on "Waiting to Install..." due to the conflict.
