It is probably working, but as the pilot you won't know how long the lock on time is for the engineer who is holding the stinger (lock on time include the period that you are holding the rocket and there is no tone...the tone is the lock on so it takes longer to get the tone where you can fire). As an engineer firing a stinger you won't know if your target is using the stealth coating perk.
