You could see on his MSI graph that his CPU usage is 50% and his GPU usage is 95-100%. It shows that the CPU usage isn't an indicator for a bottleneck, since you are getting relatively the same usage from your CPU.
The person in the video is using an i7 8700k which is a much better processor compared to the R5 2600x
