Matchmaking is conducted through EA service providers, this is something not to do with BF1. However the point you making of team balancing is implemented into the BF1 code to help make teams more even using Skill into factor etc. DICE is hoping the community uses it's own initiative and switch teams through the pause menu. DICE is trying to improve this through CTE servers.
2 years later, and the matchmaking is still terrible.
You'd think point 1 would be to NOT fill up the team that won the previous round first. Nowadays, every new round starts with 8-10 more players on the team that won the previous round.
I.e. it's never going to get fixed, and the next bf will have exactly the same issues.
- A mid game balancer like in previous titles is meant to be in the works at the moment. People thought it might arrive in the January patch. Obviously not but maybe it'll be in the next one.
