Hey, sorry for the late reply. I tried all of that, did not work out. Going for a clean windows 10 installation next, hopefully that can help..
Even tho I assume it's an issue with either my ISP or the Battlefield 4 servers (happens on pretty much every single one).
Still the same problem, basically means I can't play Battlefield when my roommate is at home.
Any solutions yet?

Have you contacted your ISP to see if they have any suggestions or fixes since it seems to be a local internet issue and not a game technical issue or EA server issue?

Hey ragnarok,
yes I have, sadly they can't help me. That said it's the Deutsche Telekom and they are not known for good technical support. My internet connection is otherwise perfectly fine (only 16k DSL).

Aight, i double checked it again and apparently my roommate removed port 80 & 443 TDP forwarding "because every browser uses them, that can't be the problem" without telling me. Added them again and now it works, the lag spikes are 20ms -> 60ms instead of 20ms -> 2000ms which is perfectly playable.
It looks like it is fixed for now, I'll keep an eye out if it happens again. Thanks for your help & sorry for the mistake on my side.
