If you haven´t played for a while, your stats need to sync again.
This is usually done after playing a few rounds.
You could also try to power cycle your X1.
If it still doesn´t work then, please try to reinstall Premium.
Your DLC weapons should be available on any ranked server, the round has to be started.

as @Ourumov13 mentioned, that just sounds like your premium pass and therefore premium content is not recognized. If the store offers you the option to redownload the premium pass, that's exactly what you should do in order to unlock it all again. Your previous progress will then be restored.
I’m having the same sort of problem where I’ve downloaded the premium pass for battlefield one and paid for it, but it won’t let me play the premium Mabs all the time and it won’t let me use any of the guns anymore but it let me use it for a little bit and then stopped working and I have no clue why and when I attempted to re-download it, it said I already owned it and I can’t re-download it
